2003 POC Tribute to Le Mans Supplemental Rules

This year's 10th annual POC Tribute to Le Mans 4 Hour Enduro at Willow Springs is expected to be bigger than ever. Due to its increasing national popularity among club racers and professional drivers alike, we have had to modify our rules to ensure a level playing field for all competitors.

You must hold a current POC Race License to be eligible for the Tribute. If you do not have a POC Race License, you must contact Chris Burns at (619) 757-2200 or (858) 538-3419 prior to May 15th (no exceptions) and submit your driving resume, race license(s) from recognized sanctioning bodies, and all other appropriate credentials for consideration. A provisional race license may be issued if all necessary requirements are met. Issuance of a POC race license is not a guarantee that you will be allowed to compete in the event. POC race officials will evaluate your attitude and performance on and off the track to ensure compliance with the principles and spirit of club racing.

Registration for the Tribute will be prioritized according to the following:

1. Active POC club members that have attended 3 or more events during the previous 12 month period.

2. Active club members that participated in last year's Tribute.

3. Provisional licensees that participated in last year's Tribute.

4. Provisional licensees that did not participate in last year's Tribute.

In order to maximize the excitement of this year's Tribute and include as many cars as possible, the field may contain up to 40 cars (based on pit space availability). Qualifying will be conducted Friday late afternoon using a time trial format consisting of 1 warm-up lap and 2 timed laps. The qualifying order will be determined by random drawing. Professional drivers will not be allowed to drive during the qualifying session. The club racer that qualifies the car on Friday must start the race on Saturday. There is no minimum qualifying time for the Tribute this year; however we will incorporate the registration priorities listed above when establishing the field for the race.

Night practice sessions will begin after qualifying ends Friday evening. A 2-hour enduro will be held Friday night for Gruppe Orange drivers if the minimum requirement for number of entrants (22 cars) is met. This race will feature a 10 minute break in the middle for pit stops, refueling, etc.

The reputation of the POC's annual Tribute to Le Mans Enduro has grown to the point that we routinely attract nationally recognized professional drivers to this event. We welcome the participation of these "hot shoes" while at the same time we strive to preserve the spirit of club (amateur) racing. Our solution is to mandate that the combined total drive time of professional drivers (as defined by POC race officials) may not exceed the combined total drive time of amateur club racers in any car during the Tribute. This rule effectively limits the time that any car may be driven by a professional driver(s) to no more than 2 hours of the 4 hour race. Failure to obey this rule will result in disqualification of the entire team.

No team may use a manufacturer or model of racing tire during the qualifying session or the Tribute race that is not readily available to the general club racing public. Professional drivers are hereby advised and discouraged from supplying tires to their teams that are not in absolute compliance with this rule. POC reserves the right to mark, inspect, impound, or disqualify any tire that can not be proven to be readily available to the general club racing public. If you have any doubt as to the legality of the tires you wish to use you are advised to contact Chris Burns or Sergio Nardi well in advance of the event. If illegal tires are found to have been used during qualifying or the race the result will be disqualification of the entire team.

The driver lineup for each car must be submitted in writing along with all required fees to registration by 5 pm Friday afternoon. If a driver intends to race in more than one car, he must be shown on the roster of each car and pay the appropriate fees for each car. No substitutions or changes will be allowed after the Friday deadline without explicit approval of Chris Burns or Sergio Nardi. No driver substitutions or changes will be allowed after 5 pm Saturday under any circumstances.

All drivers must attend the mandatory drivers meeting(s). Drivers that arrive late to the Saturday lunch meeting will forfeit their team's starting position and may also be disqualified from the race. Wrist bands will be issued during the Saturday lunch meeting for all Tribute drivers. No driver may enter a car during the race without the approved wrist band verified by the Pit Marshal. The driver must also present picture identification (driver's license) to the Pit Marshal to confirm driver identity. The Pit Marshal will notate each time a driver enters and exits the vehicle.

Each team is required to provide a volunteer who will be available to POC race officials throughout Saturday afternoon and evening during the entire race. Please make arrangements for this in advance as the volunteer will not be able to be part of your crew during the race. This volunteer must attend the mandatory volunteer meeting Saturday afternoon and identify themselves as the representative of your team. If a volunteer does not report on your behalf during this meeting your team will be disqualified from the race.

A driver change is mandatory for the Tribute. No individual driver may drive more than 3 hours total during the race regardless of the number of teams with which the driver is associated.

This year's Tribute will not require a minimum number of mandatory pit stops; however any pit stop for refueling must be for a minimum of 3 minutes and adhere to Official Enduro Rules. Total capacity of the fuel cell(s) may not exceed 27 U.S. gallons. Capacity in excess of 27 U.S. gallons must be eliminated by installing approved displacement blocks available from Fuel Safe. A surge tank, made of all metal construction, is allowed when mounted behind the "impact zone" (rearward of the front axle centerline) and does NOT have to be FIA/SCCA construction. Total capacity of the surge tank and lines shall not exceed 1.5 U.S. gallons. Total capacity of the entire fuel system and associated equipment (filler neck, overflow/surge tank, etc.) may not exceed 28.5 U.S. gallons. Multiple SCCA/FIA approved fuel cells (with bladder) may be used when mounted in an approved manner. All fuel storage devices must be separated from the interior passenger compartment by a metal firewall, in either steel or aluminum (1/8") construction. Over-sized fuel lines are considered storage devices and are NOT permissible. The POC technical inspectors must approve all fuel system installations prior to competition. Be prepared to demonstrate total fuel capacity by filling with 5 gallon containers.

There will be no time-in and time-out station as in past years, therefore each team will be responsible for timing their pit stops (if fueling) under the direct supervision of the Pit Marshal. Timing shall commence when your car comes to a complete stop in your pit box. Refueling is not allowed for pit stops initiated under a full-course yellow condition; all other services including driver change may be performed. If a full-course yellow occurs after your pit stop has begun, you may complete the stop normally and rejoin the field.

Red Flag Condition: In the event of a red flag emergency situation, all drivers must immediately slow to 15-20 mph and proceed with extreme caution around the track (if not obstructed by disabled cars or debris) and stop well before the start/finish line on the right side of the front straight. Any inadvertent pass that occurs after the red flag should be corrected by the offending driver prior to stopping on the front straight. The official running order will be restored by timing and scoring to the lap immediately preceding the red flag prior to restarting the race.

If your car suffers a severe problem that will result in you becoming stranded on track immediately after the restart (i.e. you run over debris from the accident that results in a flat tire), you may proceed to your pit box rather than stopping on the front straight. You may not exit the car and no work may be performed on the car during the red flag. Your crew chief should briefly explain the problem to the Pit Marshal and obtain official approval from Race Control that the reason for your car exiting the track is satisfactory. If it is not, you will be instructed to rejoin the field at the rear of the grid. If approved, the driver may exit the car and work may begin only after the race has been restarted.

Any pit stop in progress (timed or not) and/or any mechanical work occurring on cars in the pit or paddock area must stop immediately if the red flag is thrown and may not resume until the race is restarted. In the event that a timed pit stop was underway prior to the red flag, the balance of the timed stop must be completed after the race is restarted.

Official race time stops during the red flag condition and does not resume until the first car passes the start/finish line after the restart. Be advised that the race length may be shortened at the discretion of the Eventmaster in the event of a lengthy red flag condition. If this occurs, all teams will be informed of the remaining race length via the public address system prior to restarting the race. POC uses a single-file restart procedure after a red flag.

Mechanical Breakdown: If your car becomes disabled while on course and cannot return to your pit, you are to drive your car safely off the track as far as possible to avoid potential contact. You are to exit the car and get as far away from it as you can, preferably to a corner worker station. NO repairs may be attempted while the car is on course. Everything that can be done to retrieve you and your car will be done as quickly as possible so that you may rejoin the race.
